Fingerprinting services, for any purpose, are provided ONLY for bona fide permanent NORWALK RESIDENTS. You Must present a valid State of Connecticut Driver License or Identification Card with a Norwalk address. If you have moved to Norwalk, please follow all State DMV laws and properly change your address prior to getting fingerprinted.
We will only fingerprint Non-Residents as a condition of employment with a Norwalk Company but you MUST bring a letter from the Company on their letterhead that includes your name and purpose of fingerprinting as proof. We will also fingerprint a Non-Resident Business Owner that requires fingerprinting to meet a license requirement. A Non-Resident property owner is not eligible.

*Please arrive 5 minutes prior to your appointment start time so your paperwork can be checked. The appointment starts at the beginning time of your appointment slot. If you arrive more than 5 minutes late for your appointment, you will not be fingerprinted as your lateness will interfere with the next appointment slot.

STEP # 1: YOU MUST FIRST REGISTER ON THE STATE OF CT CCHRS FlexCheck SITE** - CLICK HERE - http://ct.flexcheck.us.idemia.io/cchrspreenroll and enter your 8 digit Service Code. The Service Code should match the purpose of your fingerprinting and will be issued by the Agency or Employer that is requiring you to be fingerprinted for employment or an application. The Service Code is specific to each Business, Agency or Town and cannot be shared. Once you complete the registration process on FlexCheck and pay the State and Federal fees, you will receive an APPLICANT TRANSACTION NUMBER (ATN).
**YOU DO NOT NEED TO REGISTER ON THE STATE OF CT CCHRS FlexCheck IF: You need to be fingerprinted for another State that provided cards or need FBI fingerprint cards for Immigration; ATF; Federal or Out of State Applications such as- Nursing – Insurance – Finance – Employment – Pistol Permits. You MUST bring this Applicant Transaction Number to your fingerprint appointment by either printing out the email response or producing it on your cell phone at the Records Unit window.
WE CANNOT OPEN THE FINGERPRINT MACHINE WITHOUT YOUR APPLICANT TRANSACTION NUMBER (ATN) AND YOU WILL NOT BE FINGERPRINTED.

You must click on the blue word "CONFIRM" within 24 hours to lock in the appointment or it will be purged. If a calendar month has no appointment times showing - click NEXT MONTH on the top right of calendar.
** NOTE: MOISTURIZING HANDS FOR SEVERAL DAYS PRIOR TO YOUR APPOINTMENT WILL HELP WITH THE QUALITY OF YOUR PRINTS.
BAD WEATHER POLICY: We will mirror the Norwalk Public Schools for the day in question. If the Schools are closed for the Day - Fingerprinting will be Canceled for that Day. If the Schools have a Delayed Opening - the morning session of Fingerprinting will be Canceled. If the Schools have an early Dismissal - the afternoon session of Fingerprinting will be Canceled. https://norwalkps.org/
An effort will be made to reschedule the canceled appointments on the Thursday of the same week at the same appointment times. You will receive an email confirming the rescheduled appointments.

The Norwalk Police Department only issues 60 Day Temporary State of Connecticut Pistol Permits to bona-fide Permanent Residents of the City of Norwalk. This would mean that your Driver License / Identification Card and any Motor Vehicle(s) are registered in the State of CT with a City of Norwalk address. Non-Resident Property/Business owners are not eligible and must apply to the town in which they reside or to DESPP if an Out of State resident. You Must be 21 years of age at the time you are fingerprinted. See the listed steps below and follow in that order.
**ALL ISSUED TEMPORARY PISTOL PERMITS EXPIRE 60 DAYS AFTER THE DATE SIGNED ON THE PERMIT. IF YOU FAIL TO PICK UP YOUR PERMIT WITHIN THE 60 DAYS OR FAIL TO GO TO the CONNECTICUT STATE POLICE AND CONVERT THE TEMPORARY PERMIT WITHIN THE 60 DAYS WE WILL NOT RE-ISSUE ANY PERMIT.
YOU WILL HAVE TO RE-APPLY FROM THE BEGINNING AND BE FINGERPRINTED AND SUBMIT A NEW APPLICATION.
UNDER STATE LAW 29-28(b) - "No person may apply for a temporary state permit to carry a pistol or revolver more than once within any twelve-month period...". You MUST wait 12 months from the date of your original application submission to re-apply. It is your responsibility to provide a working phone number and to have a working voicemail system.
STEP # 1 - You Must first complete a Pistol Safety Course that has been approved by the State of Connecticut Special Licensing and Firearms Unit that includes "Live Fire" and receive a certificate. For more info, click on the link to see the requirements and approved instructors. Frequently Asked Questions - Pistol Permits (ct.gov) Click on link to view "Invalid NRA Certificate" example. This certificate has not been accepted since 2016 and is no longer recognized by the NRA. EFFECTIVE JULY 1ST, 2024 - THE COURSE CERTIFICATE DATE MUST BE WITHIN 2 YEARS OF THE DATE OF THE APPLICATION SUBMISSION TO BE ACCEPTED BY STATUTE.
STEP # 2 - Complete a State of Connecticut Pistol Permit application (form DPS-799-C) and have it Notarized. Answer all questions. Incomplete answers can be subject to a denial or arrest for False Statement as indicated on page 4 of the application.

STEP # 3 - You MUST Pre-Enroll with the State of Connecticut Criminal History Request System and pay for your State of CT and FBI fingerprint background checks before you can be fingerprinted. This site is called the CCHRS Flexcheck system. If you fail to pre-enroll, you will not be fingerprinted as the machine will not open. This is NOT the Pistol Permit Application, that is in Step # 2 link. This is to get fingerprinted.

ENTER SERVICE CODE – E91E-8915 (Norwalk Police Temporary Pistol Permit code) to get started. This code is only for Norwalk Residents.
Complete the required information and pay the State ($75) and FBI ($13.25) fees online (no longer collected at the Police Dept.).
PRINT OUT – APPLICANT TRANSACTION NUMBER (ATN) – YOU MUST BRING THIS TO THE FINGERPRINT APPOINTMENT!!!
STEP # 4 – Book an Online Fingerprint Appointment by clicking here: Fingerprinting Online Scheduling or type "Norwalk Online Appointment Hub" into your search browser and choose the Fingerprint Services calendar.
You will need to bring the completed and notarized application (and all materials listed in the instructions) along with the Application Transaction Number (ATN) and pay the $70 fee to the Norwalk Police Department at the time of fingerprinting. If you are missing any documents, you will not be processed and will have to re-book an appointment.
Request Must be in writing to the Norwalk Police Department - One Monroe Street, Norwalk CT 06854 - Attention Records Unit.
FEE: $5 per CD - check payable to: City of Norwalk.
Information Required for Request: Case Number, Date of Incident, Type of Incident.
